Safe Church Policy

From the Diocese of Pennsylvania

The purpose of this policy is to create safe and welcoming space for all children and youth in our communities and those engaged in ministry with children and youth and to prevent sexual abuse. This policy is mandated for all activities sponsored by every congregation, institution, organization, school, and agency of each diocese. This policy requires that local leadership understand it thoroughly enough to make appropriate judgments about local circumstances. Church governing bodies and all leaders should consult with the Office of the Bishop when unanticipated situations arise.

Important

No policy can foresee every possible circumstance. Whenever applicable, questions of civil, criminal, and/or ecclesiastical discipline and employment offenses should be addressed with the relevant authorities immediately. Contact the Office of the Bishop for consultation and resources.

Employees, Volunteers, and Key Holders of St. James' Episcopal Church

If you have been asked to complete Safe Church Training/Clearances, look below to find your position and related requirements. If you need access to Praesidium for Safe Church training modules, please email Lauren Exley (education@stjames-episcopal.org).

Completed clearances can be returned in hardcopy or emailed to Lauren (education@stjames-episcopal.org). You do not need to provide copies of your Safe Church training certificates as we have access to your results through our system.

Clearances must be updated every 5 years, and Safe Church Training must be updated every 3 years.

Note: Employees who have not lived in Pennsylvania for at least 10 years must also complete FBI Fingerprinting (https://www.identogo.com/). Volunteers who have not lived in Pennsylvania for at least 10 years must complete an affidavit. Contact the office for a copy.

 

Volunteers working directly with youth (Teacher, Nursery worker, Acolyte Leader, etc.)

Clearances/Background Checks

  • Complete PA Child Abuse clearance

New clearances must be submitted every 5 years.

Safe Church Training

You will receive an invitation from Praesidium (https://www.praesidiumacademy.com) to complete the Safe Church modules. If you have requested access and haven’t received your email, check your spam folder! If you still don’t have it, ask Lauren.

Complete the following modules:

  • "Safe Church, Safe Communities: Introduction and Theological Background" (UT)
  • "Safe Church, Safe Communities: Organizational Rule and Policies" (UT)
  • "Safe Church, Safe Communities: Healthy Boundaries" (UT)
  • "Safe Church, Safe Communities: Abuse and Neglect"
  • "Safe Church, Safe Communities: Inclusion" (UT)
  • "Safe Church, Safe Communities: Bullying”
  • "Duty to Report: Mandated Reporter" (UT)

The following module is required for those regularly working with 6th grade and up:

  • "Safe Church, Safe Communities: Pastoral Relationships"

After the initial training, you will renew your certification every 3 years by repeating the 5 Universal Training (UT) modules as designated above.

Additional Requirements

  • 6 months residency (a person should be invested in and known by the community for at least 6 months before being given a position of trust)

Paid Church Staff (Directors, Sextons, Administrators, etc.)

Clearances/Background Checks

  • Complete PA Child Abuse clearance

You will renew your certification every 3 years by repeating all modules as designated above.

Additional Requirements

  • A credit check is required for those authorized to sign checks

Clergy (Bishops, Priests, Deacons, Retired Clergy, Postulants, and Seminarians)

  • A credit check is required for those authorized to sign checks

Lay Leadership (Eucharistic Visitors, Outreach House Leaders, Small Group Leaders etc.)

Note: "Lay Leadership" includes any volunteer leader who has oversight over another group of people.

The following module is required for those who do home and/or hospital visits:

  • "Safe Church, Safe Communities: Abuse and Neglect"

After the initial training, you will renew your certification every 3 years by repeating the 5 Universal Training (UT) modules as designated above.

Additional Requirements

  • 6 months residency (a person should be invested in and known by the community for at least 6 months before being given a position of trust)

Key Holders (Altar Guild, Renters, etc.)

Note: A “key holder” is anyone who has regular access to the building. This includes the leadership of outside, non-church related groups who use the space (such as AA, Veterans in Recovery, and Scouts.)

Additional Requirements

  • For volunteers serving as part of church programs: 6 months residency (a person should be invested in and known by the community for at least 6 months before being given a position of trust)

 

Elected Positions (Vestry, Treasurer, Wardens, Convention Delegates, etc.)
